Migrate golang verified catalog

Part of tektoncd/community#889. This issue tracks the progress of migration of the golang-build and the golang-test tasks to this decentralized verified catalog repo:

• General tektoncd project requirements set up: Initial Golang verified catalog repo setup #2
• Migrate the tasks to this repo following git-based versioning catalog contract: Migrate golang-build and golang-test resources #4
• Set up automated testing
  • Add golang test scripts #6
  • Add test cases for golang catalog #5
• Use tkn sign to sign the resource, see Verified Remote Resources section of Tep-0079

• Cut release following git-based versioning contract, publish to the Artifact Hub

Remaining Work:

• Setup nightly test
• Update test cases to v1 API version and test the integration test infra in v1 API version
• Publish golang catalog Tekton Bundle
• Add an CI job to automatically validate signature when creating release
• Verify the signature can be verified by the Pipeline project
