Splitter does not consider min setting when resized through the size method

Bug report

When the min option is set to the Splitter pane and then the Splitter is resized through the size method, the min is not taken into account.

Reproduction of the problem

1. Open the Dojo - https://dojo.telerik.com/gHikYadP/2
2. Click the button

Current behavior

The second pane has a width of less than 150px, although the configured min is '150px'.

Expected/desired behavior

The configured width should be taken into account.
