Add clarification to RadImageEditor documentation

The RadImageEditor documentation should state (in a Note block) that the RadImageEditor Tools are in a separate DLL that is not referenced when using the Extension SDK. The user needs to explicitly add the ImageEditor.Tools from ..\Telerik\UI for Windows Universal Q1 2016\Binaries\Windows 8.1\x86
