V14-RC3: Publishing a page generates 2 toast notifications

Bug summary

When a page is published 2 toast notifications are shown, "Saved" and "Document published".
This seems superfluous and was never the case in earlier versions.
It may be on purpose but it looks a bit strange to me so that's why I create this issue.

2. Observe 2 toast notifications are created
   

Expected result / actual result

I expect only 1 toast notification, either with "Document saved and published" or simply "Document published" which implies it is also saved.

Thanks for testing, @PerplexDaniel. I can reproduce this, but there are two actions happening, and one of them could fail without affecting the other, e.g. if your document fails validation, it is still saved as a new version. In V13 and before, you were not informed as a user about this fact even though it happened.

I am sure we can come up with a solution to combine results over several requests and inform the user about a partial success/failure in one notification.

I think that the overall experience with notifications would benefit from from re-thinking.

Our editors have reported this as an issue too, not so much the number of notifications but their positioning over the top of the editing area!

when they are saving regularly, which they now REALLY need to do, as if they are logged out at any point they lose their work in progress!!! #18235

then they have to mouse down to the bottom right-hand corner to press the save and publish button

this annoys them as in V13 they could just press Ctrl-S at any point to save the page - and this appears part of their muscle memory they've learned to press Ctrl-S after each property is updated

so the positioning annoyance, maybe a more of a manifestation of the two things above, eg making them save often, but taking away the quick way to save often... but what they are reporting is the notifications get in the way of editing...

I think if pressing save and publish 'ends the editing journey for a page' - then I can see the big green notification bubbles are reassuring and confirm things are saved and probably don't get in the way..

but if they are triggered in the middle of the editing, when you are trying to get back to where you were, then I can see how they might feel like they are getting in the way...

I think it depends on the length of the page being edited, and which property editors are at the bottom of the page to see how they are affected, so for a block list... the right hand hover icons are obscured... and if the property editors, just fill the screen you can't use the scroll bar to scroll out of the way of the notifications.

... if you click and close each notification and wait, then it's ok, but I think it's the extra delay to do this which causes the frustration, on the back of the added jeopardy...

Editors report in V13 the notifications didn't get in the way, and I suppose they were much more discrete at the bottom.
