Creating a new repository for GSoC discussions and resources

Hi everyone!

Recently I've been having discussions with @joshmoore regarding the participation of Zarr in GSoC 2022. A few things to take care of:

• The internal deadline to submit the list of ideas to NumFOCUS is 19th February 2022.
• We are using Outreachy project proposals (Oct. 2021) #39 as our starting point for ideas and work our way up.
• Currently, we only have @joshmoore and me as possible mentors but we're looking for more mentors!

If you have any ideas that we could include in the list, please let us know in the comments.

Keeping the above discussion in mind I'd like to create a new repository named gsoc for further discussions. The new repo will work as the central point for all the resources and discussions related to GSoC 2022 and subsequent years.

Created the new repository here and updated the ideas-list.md.
