🗒️ Description

Implements missing EIP-7702 tests suggested by @gurukamath:

  • Type-4 transaction with max-fee-per-gas < base-fee-per-gas
  • Type-4 transaction with max-priority-fee-per-gas < max-fee-per-gas

Plus two other test cases:

  • Delegation designation as initcode in a contract-creating-tx, or CREATE/CREATE2 opcode call.
