docs(tutorials): add IONOS Cloud setup tutorial for ExternalDNS #5364

Description

This pull request adds a new tutorial for integrating ExternalDNS with IONOS Cloud DNS. The tutorial provides step-by-step instructions for setting up ExternalDNS in a Kubernetes cluster, creating DNS zones, and verifying DNS records using the IONOS Cloud DNS API.

The tutorial includes:

Instructions for creating a DNS zone in IONOS Cloud DNS.
Steps for generating an IONOS API token.
Deployment of ExternalDNS using Helm.
Example application deployment with a service and ingress.
Verification of DNS records and application accessibility.
Cleanup instructions.

This addition aims to help users easily configure ExternalDNS with IONOS Cloud DNS as the provider.
